The second of two back-to-back Rocket Lab missions for the National Reconnaissance Office was scrubbed Tuesday due to high winds at the launch site in New Zealand. Rocket Lab’s Electron launcher is awaiting liftoff with a small classified payload for the U.S. government spy satellite agency.
